Matt Gelb from The Athletic (with ads) added that the call up is to replace Cristian Pache, who is going on the IL with a minor injury. Drew Ellis is also back to replace Josh Harrison:
The Phillies are indeed calling up Johan Rojas, as @mikedeportes reported. It sounds like Cristian Pache could go on the IL with a minor injury. Rojas would fill Pache's role for now.

He’ll make his MLB debut tonight. I wonder if Dave Dombrowski is trying to showcase Rojas for the Padres front office since they’re in town and might be moving Juan Soto in the next couple of weeks.
It blows to lose Pache just as he was heating up and getting his legs underneath him. It’s the second time he’s been on the IL this year and you wonder if his body is going to hold up into October. That could also take Brandon Marsh off the table as a trade piece if they can’t rely on Pache to stay healthy.
